Acco-ding to Pfl0-V-79-10, a licensee review of the sub.iect records revealed numerous discrepancies including 50 records that contained photocopied inspec-tor signatures. The Pfl also indicates that RV will review the entire natter during a special inspection comencing flovember 27, 1979.

l Based on the infomation currently available, it is not clear whether these discrepant records represent a shortcut for reasons of expediency or an attempt at deliberate falsification. In view of the potential for the latter, you are requested to initiate an investigation of this particular issue In addition to the other actions already contemplated. This investigation should focus upon whether any of these records were deliberately falsified, and if so, for what reason. The report of investigation should address also the significance of these records to the integrity of the ilRC inspection progran as well as the impact of any such falsification upon the public health and safety. In the event that the investigation develops information indicating criminality, please advise the HQ Investigative Staff so that appropriate notification of OIA can be made to enable that office to exercise its referral responsibilities.
