The following infonnation is in response to Region V office's comments

It is our interpretation that the requirements of 550.59 to 10 CFR Part 50 5.?
are only applicable to " changes in the facility," " changes in the procedures,"
~~'
or " conduct tests..." that are associated with a " change in the technical specifications...or an unreviewed safety question."
In addition, the requirements of 550.59 are covered in Section 6. " Administrative Controls" of the Standard Technical Specifications.
Accordingly, we find no need to include a reference to 10 CFR 50.59 in the Quality Assurance Program for Operations and will request WPPSS to delete Section 3.3.6 in its entirety from the QA program description contained in WPPSS-QA-004.
