Dircks from Samuel J. Ch11F dated March 15, 1985, the Commission authorized the Director, Office of Inspection and Enforcement (IE) to issue a Notice of Violation and Proposed Imposition of Civil Penalities (Notice) to MP&L for five Severity Level III violations involving material false statements in TS su'>mittals. The Comission directed that a civil penalty of $25,000 be proposed for each violation. The base civil penalty of $50,000 for each violation was mitigated 50% in recognition of the fact that the informality of the NRC's process for review of TS contributed to the problem. The Notice was issued on March 21. 1985.
