Proposed Revisions to the Technical Specifications I

Pursuant to 10CFR50.90, Northeast Nuclear Energy Company (NNECO) hereby proposes to amend its operating licenses, DPR-21 and DPR-65, by incorporating the attached changes into the Technical Specifications for Millstone Unit Nos.1 and 2.

These Specifications are administrative in nature and reflect recent organiza-tional changes within NNECO. These proposed changes include a revised facility organizational diagram and a clarification of members of the Plant Operations Review Committee (PORC). Only one set of revised pages are provided, as the Section 6 Technical Specifications for the two units are essentially identical.

A technical review of these specifications has found them to be acceptable; a safety evaluation has also been performed in accordance with 10CFR50.59 and has concluded that these changes do not constitute any unreviewed safety questions.

The Millstone Site Nuclear Review Board has reviewed and approved the proposed changes and has concurred with the above determination.

NNECO has reviewed the above proposed license amendment pursuant to the require-ments of 30CFR170 and has determined that the proposal constitutes a combination Class II and Class I amendment. Accordingly, enclosed herewith is payment in the amount of $1,600 (one thousand six hundred dollars). The basis for this determina-e\\4s\\
