SUBJECT:

COMMONWEALTH OF VIRGINIA ENVIRONMENTAL MONITORING APPRAISAL A routine appraisal of performance under the NRC/ Commonwealth of Virginia Environmental Monitoring Contract 'was completed on October 15 an.1 16,1986.

A copy of the NRC appraisal report is enclosed.

The appraisal included in in-depth assessment of activities performed and the annual report submitted by the Commonwealth pursuant to the 1984 contract and included a preliminary review of Comonwealth performance under the 1985 and 1986 contracts. Results of the appraisal were discussed with members of your staff by Ms. S. Adamovit: during a visit to your office laboratory in Richmond, Virginia on October 15 and 16, 1986.

The appraisal showed that the Comonwealth met all obligations in the 1984 contract with the exception that the Annual Environmental Report was not submitted to the NRC within the required time as outlined in the contract.

Discussions with your staff indicated that problems with the environmental program coordination between the Commonwealth and licensees caused the delay.

The NRC will send letters to the licensees emphasizing the iUportance of cooperating with regard to the environmental monitoring contract.

If additional problems in obtaining samples and/or results are encountered, please notify Ms. S. Adamovitz of my staff, who will work with you in this regard.

The overall ' performance in fulfilling the provisions of the contract has been good and based on the performance, we intend to continue this contract.

We appreciate your interest and participation in the NRC Environmental Monitoring Contract Program and look forward to your continued cooperation.
