SUBJECT:
TELEPHONE CONVERSATION WITH REPORTER REGARDING WNP LOADS On November 15th. I returned a phone call from Jim Dullenty, a reporter for the Tri-City Herald in Richland, Washington, at your request.
Dullenty wanted a basic understanding of why the SRV loads could be a problem for the WNP-2 facility. The basis for this request from Dullenty was a letter from Neil Strand of WPPSS to the WPPSS Board of Directors, which Dullenty had obtained. Dullenty indicated that it was his understanding from reading this letter that the earliest date when SRV loads would be known " definitively" was January 1979.
When asked about this, I stated that this was the approximate date when the CAORSO preliminary report would be available.
When asked why the SRV loads were a problem, I stated that the WNP-2 plant systems and structures could be analyzed to calculate the "as-built" structural factors of safety once the appropriate structural loads were defined. Since the definition of the SRV loads was a i
complex process, an experimental program was required. However, the experimental data base obtained to date was sufficiently complete to establish cnnservative, upper bound loads (i.e., the Lead Plant Program).
I also told him that the NRC staff would not issue any Mark II operating licenses, includino that for the WNP-2 facility, until acceptable loads were defined and acceptable structural factors of safety were established. While I'm not certain that the reporter understood the complex technical issues nor the technical and legal requirements for issuing an operating license, I did provide him with i
a short, 10-minute background on the basic topic of the Mark II pool dynamic loads.
