Millstone Nuclear Power Station, Unit No.1 Proposed Change to Technical Specifications - Fire Protection Pursuant to 10CFR50.90, Northeast Nuclear Energy Company (NNECO) hereby proposes to amend its Operating License, DPR-61, by incorporating the change identified in Attachment 1 into the Technical Specifications of Millstone Unit No.1.

The proposed change will add six water suppression systems to Plant Technical Specification 3.12.B.1, " Fire Protection Systems - Spray and/or Sprinkler Systems." This change enhances administrative control over the suppression systems. Four of the six suppression systems are located in the Turbine Building.

The other two are located in the Reactor Building, El. 42'6".

The proposed change subjects these additional suppression systems to the same limiting j

conditions for operation and surveillance requirements as those suppression j

systems currently listed in the Technical Specifications.

NNECO has reviewed the attached proposed change pursuant to 10CFR50.59 and has determined that it does not constitute an unreviewed safety question. The probability of occurrence or the consequences of a previously analyzed accident have not been increased and the possibility for a new type of accident has not been created since the proposed change, by subjecting additional equipment to limiting conditions'for operations and surveillance requirements, increases the margin of safety.

NNECO has reviewed the proposed change, in accordance with 10CFR50.92, and has concluded that it does not involve a significant hazards consideration in that the change would not:

Involve a significant increase in the probaMlity or consequences of an accident previously evaluated, in that placing additional operability restrictions on six existing fire suppression systems represents neither changes to the plant equipment nor a change in the allowable operating modes for the plant.

2.

Create the possibility of a new or different kind of accident from any previously analyzed, in that the change merely places additional restrictions on operation of the plant.

Involve a significant reduction in a margin of safety, in that the proposed change provides more restrictions in the limiting conditions for operation; hence increasing the margin of safety.

The Commission has provided guidance concerning the application of standards in 10CFR50.92 by providing certain examples (51 FR 7750, March 6,1986). The proposed change is similar to example (ii), a change that constitutes an additional limitation, restriction or control not presently included in technical specifications.

The Millstone Unit No. I Nuclear Review Board has reviewed and approved the attached proposed amendment request and has concurred with the above determinations.

In accordance with 10CFR50.91(b), we are providing the State of Connecticut with a copy of this proposed amendment request.

Pursuant to the requirements of 10CFR170.12(c), enclosed with this amendment request is the application fee of $150.00.
