SUBJECT:
MEETINGS ON MHTGR ACCIDENT SELECTION, RADIONUCLIDE SOURCES, AND CONTAINMENT Meetings were held between the NRC staff and DOE and its contractors on MHTGR accident selection on November 25, 1986 and on MHTGR radionuclide sources and containment on December 11, 1986.

SUMMARY
The November 25, 1986 meeting reviewed the plant design and the basis for acci-dent selection.
An overview of the PRA approach being used was then presented followed by a description of selected transients and accidents given in Chapter 15 of the MHTGR Preliminary Safety Information Document (PSID). The December 11 meeting continued the description of the MHTGR's accident response followed by a description and discussion of fission product retention within the coated fuel particles.
The discussion emphasized the containment protection provided by the coating barriers of the fuel.
These meetings set the stage for the staff's review of supporting documents to be forthcoming, namely:
the "PRA Report", the " Technology Development Plan", and the " Emergency Planning Basis l
Document".
DISCUSSION POINTS AND MAJOR STAFF CONCERNS The major staff discussions and concerns developed at the two meetings are listed below.
Most of these will be included in topics for future meetings and future document submittals.
1.
The four principal design criteria given in the PSID are not considered adequate. While the staff believes that unique and less prescriptive design criteria may be justified in some areas, the starting point for criteria development should be applicable existing LWR criteria, as described in the Commission's Policy Statement on Advanced Reactors.
The defense-in-depth philosophy should also be maintained.

The use of the terms " safety related" and "1E" must be clarified.
In particular the roles of existing regulatory practices and criteria, indus-try codes and standards and new criteria being proposed must be clarified.

Before the staff can complete its evaluation of the proposed containment and emergency planning philosophy much additional information must be submitted.
This must include analysis of postulated accidents more severe than currently described, details and justifications for assumptions used in the safety analysis (including the decay heat curve), and data to support the response of fuel to the thermal and environmental conditions occurring in postulated accidents.
