January 28, 1987 MEMORANDUM AND ORDER (Extension of January 27, 1987 Date for Response to Applicants' Petition of December 18,1986)
On the morning of January 27, 1987, the Board received a telephonic request from Counsel representing NECNP requesting an extension to Monday, February 2,1987 for response to Board's orders of December 23, 1986 as supplemented by our order of January 7,1987. The basis for the request was the severe weather conditions which had caused closing of government and private offices in and around the Washington, D.C. area.
Counsel proposed delivering an extensive outline of its intended response; the Board declined the offer of an outline and granted to NECNP an extension for its response in hand to Board and parties by close of business on February 2,1987.

2 The Board also received a telephonic request for an extension from the NRC Staff Counsel. The Board granted an extension until close of business on February 2,1987 for NRC Staff response. Since the Staff and NECNP Counsel had been subjected to the same severe weather conditions, reduction of support staff and facilities, we elected to grant the same extension to each of these parties located in the Washington, D.C. area.
The Board also received a telegraphic request from Counsel for SAPL for a one-day extension because Federal Express would not guarantee delivery of SAPL's response by close of business on January 27, 1987.
SAPL was granted the requested one-day extension and ordered to deliver response to Board and parties by close of business on January 28, 1987.
