SUBJECT:

READINESS FOR LICENSING - V0GTLE UNIT 1 In accordance with Regional Office Notice (RON) 0514 dated December 19, 1986, a panel convened on December 23, 1986, to review the readiness for licensing of Vogtle Unit 1.

Personnel present at the meeting included Branch Chiefs and Section Chiefs from the Division of Reactor Projects, Division of Reactor Safety, Division of Radiation Safety and Safeguards, as well as members of their Technical Staffs.

The Georgia Power Company management had previously informed Region II (RII) representatives that their fuel load date was December 15, 1986.

The Region was recently informed that the fuel load date would slip to the middle part of January 1987.

The cause of the delay was primarily due to completion of the preoperational test program.

The panel made a finding, based upon our inspection findings and completion of the remaining items identified in Region II's 94300 letter, that Vogtle Unit I was ready to receive an operating license. This finding is subject to a satisfactory review of the Georgia Power Company's letter of completion that is expected prior to fuel load.

The specific results of the panel review are summarized below.

Module Completion The MC 2512 program is nearing completion and is planned to be complete by early January.

The few remaining modules to be completed in the MC 2513 and 2514 programs are progressing consistent with plant work activities.

No major problems are expected in completing these modules except that licensee test results reviews are lagging and this appears to be a critical path inspection category for RII.

All indications are that the Region will be able to apply sufficient resources to maintain the status of the inspection program consistent with the licensee's schedule.

The most significant inspection effort remaining for Region II is in the Operations Area.

Outstanding Items List A relatively very low number of outstanding items remain open for Vogtle Unit 1.

No significant issues are apparent in this area.

Potential licensee conditions are being tracked by the 94300 letter.

The licensee intends to submit their letter of Completion in early January 1987.

l No significant issues are expected to be listed.

A briefing of the Regional Administrator will be conducted after a review of this letter by the Region II j

staff.

JAN 161987 Investigations and Allegations The allegation coordinator currently lists files open relative to Vogtle.

Of these, Region II has performed onsite followup of twenty-seven allegations, and these are in the process of being closed administratively. The remainder have been reviewed and are not considered to affect fuel loading.

Staff Query Response RON No. 0505 Rev.1, dated November 23, 1986, requested Regional personnel to inform their supervisors if they had information that causes concern with regard to issuing an operating license to Vogtle Unit 1.

One response was received involting the sequence of startup testing.

This item has been resolved to the satisfaction of the individual involved.

Technical Specification (TS) Review The proof and review copy of the TS has been reviewed and comments were forwarded to NRR.

The Final Draft TS has been issued and Region II has reviewed it and forwarded several additional comments to NRR.

Resolution of these comments is in progress.

Significant problems are not expected because of the depth of review of the TS by the Region 11 staff.

SALP The last two SALP summaries were reviewed by the panel.

Management attention related to construction operational preparedness was evident during these periods.

The most recent SALP, covering July 1,1985, to September 30, 1986, contains one Category 3, eleven Category 2s, and eight Category 1s.

Quality Assurance for Construction was rated Category 1 for the past two assessments.

The Category 3 was due to the late completion and testing of the systems.

Enforcement There were two escalated enforcement actions during construction of the facility.

One was resolved as a Severity Level III, for failure to provide sufficient independence to a QC Inspector.

A civil penalty was not issued because of the thorough licensee action in correcting the situation.

The second involved a possible material false statement regarding information provided to NRR for elimination of certain pipe whip restraints. A violation was not issued because it was concluded that the event was not intentional.
