Clarification of NRC's Safety Evaluation This is to document a telephone call with John Thoma of the NRC on April 2, 1987 concerning the clarification of a statement in the NRC's Safety Evaluation (SE) on TMI-l's Inservice Inspection Program dated March 20, 1987.
It appears that a last minute wording change at the NRC inadvertently changed the meaning of a sentence pertaining to GPUN's relief request no. 3.
We understand that because GPUN's relief request was accurately stated above the sentence in question and the NRC's evaluation conclusion is clear in granting the relief which was requested, the NRC does not feel that it needs to provide a clarification in writing.
GPUN requested relief from the requirements of ASME Section XI,1974 Edition, including Addenda through Summer 1975, to examine the cladding patches of the reactor vessel, pressurizer, once through steam generators, and other vessel s.
Later NRC accepted Editions of ASME Section XI (1977 with Addenda through Summer 1978) do not require cladding examinations.
Our question concerned the third paragraph of Section 2.C of the SE which appears to refer only to the reactor vessel.
Mr. Thoma confirmed that the sentence in question did not indicate that the staff had considered the relief request to apply only to the reactor vessel cladding patches and he confirmed that it was the staff's intent to grant the relief which had been requested.
