This meeting is scheduled for August 13,1986, at 10:00 a.m. (CDT), in our office at 799 Roosevelt Road, Glen Ellyn, Illinois.

PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the: Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) 4 will be issued on or abou+. March 11, 1987 to Wisconsin Electric Power Company.

This action is based on three examples of degraded vital area barriers.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Director, Office of Inspection and Enforcement, after consultation with the Commission, has authorized the Regional Administrator to sign this action. The schedule of issuance and notification is:

Mailing of Notice March 11, 1987 Telephone Notification of Licensee March 11, 1987 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Wisconsin will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, 4

mitigated, or imposed by Order.
