This refers to the telephone conversation on January 16, 1987 between Dr.

Ronald Bellamy and Mr. Edward Wenzinger and others of this office and yourself and Mr. C. Konnerth of your staff, regarding deficiencies in your radiological controls associated with the manipulator hand repair operation. These defi-ciencies led to an apparent extremity overexposure to a repair worker in the third quarter, 1985.

In order to accurately assess the exposure to the repair workers, and to effect immediate improvements in the manipulator repair operation, we under-stand that you will undertake and complete the following actions:

l 1. Prior to resumption of the manipulator hand repair operation:

(a) Modify the operation to reduce occupational exposure, and establish written procedures, including radiological survey hold points, required personnel monitoring, use of remote tools, and adequate

hand protection.

. (b) Ensure that adequate instrumentation (with proper beta correction factors) is available to perform accurate and documerited radiological surveys on all items removed from the hot cells.

(c) Extend your existing Radiation Work Permit program to include the manipulator hand repair operation.

2. The following actions will be completed as stated:

l (a) Perform a detailed assessment on the two workers involved with manipulator hand repair to accurately assess doses received by their i fingers. A copy of this assessment shall be provided to the Regional l Administrator, NRC Region I, within 60 days of the date of this letter.

(b) Immediately remove the two involved workers from further hands-on I l

radiological work until the dose assessment in 2(a) above is l

complete. I (c) Immediately post, lock and control all high radiation areas, .

l including the conveyer station doors.

(d) Within 30 days of the date of this letter, provide . clear and documented instructions to all workers involved in r:anipulator hand repair, emphasizing radiation hazards and ALARA principles.

, The responses directed by this letter are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
