BACKGROUND e-NRC Region V has an extensive inventory of-instrumentation which it uses for 7

performing independent measurements (see Attachment A).

The inventory includes:

Geiger-Mueller counters, proportional counters (portable and stationary), scintillation detectors, ionization chambers (including pocket chambers), portable single;> dual and multi-channel analyzers, air sampling devices, neutron detectors, and portable radios. An extensive Quality Assuraitce (QA) program has been developed to ensure the operability and-reliability of these instruments.

Implementation of this QA program relies on acquired services to perform the majority of the maintenance and calibration activities.

Additional services are necessary to:

track and assure timely completion of the maintenance and calibration activities, perform miscellaneous quality control checks and minor maintenance, and assure thorough and complete record maintenance and overall control of the Quality Assurance program.

OBJECTIVE The objective is to have a fully implemented QA program associated with the aforementioned instrumentation, as well as, assurances that such instrumentation is in a constant state of readiness for routine and emergency response purposes.

In this regard, NRC Region V wishes to acquire the technical assistance to perform this maintenance and calibration service.

Such service shall include timely completion of instrumentation maintenance and cal" ration work, and assurance of complete instrument maintenance and overhaul.

WORK REQUIREMENTS The individual (s) selected to perform the calibration and maintenance services will need to possess a background in radiation protection technology, knowledge of nuclear counting procedures and a background in the practical and

' theoretical operating characteristics of a variety of radiation measuring instruments Equipment requiring calibration will be identified by NRC Region V on an as needed basis.

LBL will provide all parts and services to calibrate and service NRC Region V equipment.

Level of Effort and Period of Performance

The level of effort is estimated at.08 staff years and 'the period of performance covers 13 months ending October 30, 1987 Billing / Reporting Recuirements Monthly invoices, to cover costs of calibration checks and repairs, should be submitted in arrears in an ori,ginal and (3) cocies accompanied by a statement of Stores Issues and a copy of the Instruments Techniques ledger to:
