Gentlemen:

Haddam Neck Plant SEP Topic III-3.C Inservice Inspection of Water Control Structures Reference (1) requested further information regarding SEP Topic III-3.C. In Reference (2), the three concerns identified were addressed; however, a commitment date for implementation of items 1 and 2 was not provided. During subsequent telephone conversations between Connecticut Yankee Atomic Power Company (CYAPCO) and the NRC, it was agreed these commitments should be documented. The purpose of this letter is to document these commitments.

The first concern was that a qualified engineer be assigned to supervise water control structure examinations. As discussed during telephone conversations, in the context of SEP Topic III-3.C, water control structures include the discharge canal and the intake structure as well as plant flood protection features. To clarify our initial commitment, a qualified engineer (s) will be assigned responsibility for these inspections. Assignment of a qualified engineer (s) will be made by May 15,1987. Although the actual inspections will be supervised by the assigned qualified engineer (s), the overall water control structure program will be established and maintained by the plant engineering staff.

The second concern was that a separate file be maintained documenting the periodic inspection of water control structures. Documentation of inspections performed under this program will reside within our Nuclear Records system and will be indexed for easy retrieval. The program will be established by May 15, 1987.
