TRANSMITTAL OF AMENDMENT 2 OF THE ACTION PLAN Transmittal is hereby made of Amendment 2 of the Rancho Seco Action Plan for Performance Improvement. This amendment is a complete reissue of the original document submitted to the NRC on July 3, 1986, and amended September 15, 1986. The

" change bars" identify the portions which are different from Amendment 1.

Amendment 2 identifies the specific actions required for accomplishment prior to or during restart. As such, the significant changes are in Sections 4B and 4C, management actions and system related plant modifications.

Specificity was achieved in the two Section by the following methods.

For the management actions, the responsible discipline managers identified the actions required l to close their respective commitments. That compilation became Section 4B. For plant modifications and system actions, each system engineer listed the system related problems or issues and provided the approved and specific closure requirements. Commitments relating to projected completion dates, milestones and particular change documents which affect the systems are compiled into Section 4C.

Other changes incorporated in Amendment 2.

Mr. Martin December 15, 1986 Appendix C has been deleted. The need to cross-reference actions to NRC open items has been i addressed by incorporating them into Sections 4B and 4C.

- The commitments made in the previous amendments of this plan have been cross-indexed to correspond to the same issue in this amendment and are listed in Appendix D.

Appendix F has been deleted. The District is presently evaluating the restart schedule and the i latest restart schedule revision will be submitted i to appropriate Action Plan Holders in the immediate l

future by separate correspondence. )

l l - Amendment 2 draws together the actions necessary for restart. Items continue to be added to and deleted from the Priority 1 list. Concurrently, the Priority 2 and 3 items are being worked as time i l I i and resources permit, although they are not specifically identified in this Amendment. -A i' subsequent submittal will address the actions necessary to close the Priority 2 and 3 items.
