Inservice Inspection and Testing Programs On May 20, 1986, the second 10-year interval for the Inservice Testing (IST) and Inspection (ISI) Programs commenced. Both the IST and ISI second interval programs will be based on the 1983 Edition with the Summer 1983 Addenda of Section XI of the ASME Boiler and Pressure Vessel ~

Code. The IST Program for the second 10-year interval is contained in Topical Report PGE-1048, " Inservice Testing Program for Pumps and Valves, ;

Second 10-Year Interval", and is currently being implemented. A copy of this report is attached for your information. The IST relief requests for the second interval are identified in this report in Sections 3.2 and 4.12. Your approval of these relief requests is requested.

The ISI Program for the first 10-year interval is being extended for one year in accordance with the provisions of IWA-2400 (1974 Edition with Summer 1975 Addenda) in order to complete remaining Class 2 and Class 3 inspections. Several of the remaining inspections have been determined to be impractical to perform. A relief request is provided for your approval. It is expected that additional relief requests will be forth-coming. As requested by your staff, a copy of the ISI Program for the second 10-year interval will be submitted. It is expected this document will be available for submittal by October 31, 1986.

Varga Docket 50-344 August 29, 1986 License NPF-1 Attachment Pago 1 of 1 INSERVICE INSPECTION (ISI) REL_IEF REQUEST Article IWD-2410(b)-1974 Edition - Summer 1975 Addenda Code Requirement Class 3 components shall be examined during performance of a system pressure test at 1.1 times the system design pressure.

Code Deviation Request Request relief from requirement to perform a system pressure test on Class 3 systems which are in continuous use.

Reason for Request

System pressure tests are impractical in those syetems (eg, component I

cooling water, service water, spent fuel pool cooling and boric acid l transfer) which are in continuous operation during all modes of Plant operation. The continuous operation serves to demonstrate the structural and leak-tight integrity of these systems.

Alternative Examination Visual examinations of these systems will be performed at normal operating pressures to verify leak tightness.
