This refers to the inspection conducted by Mr. James T. Conway of this office on July 28-29, 1986, of your facility at Comerce, Califernia and to the discussions of our findings with Ms. Cindy Turner at the conclusion of the inspection.
This inspection was made as a result of the receipt of an allegation pertaining to defective pipe fabricated by L. B. Foster (LBF) and shipped to a nuclear facility. Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and rep esentative records, interviews with personnel, and observations by the inspector. Within the scope of the inspection, it was noted that activities 'at LBF's Commerce, California facility were conducted without a documented and approved QA program. Hcwever, all the nuclear material shipped to the Palo Verde facility was nonsafety-related.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enchsed inspection r.eport will be placed in the NRC's Public Document Room.
