Response to Violation Identified in NRC Inspection Report No. 50-293//86-34

Dear Mr. Kane:

Attached please find our response to the violation described in NRC Inspection Report No. 50-293/86-34.

The inspection report also identified concerns in the areas of security, fire protection, response to adverse trends in emergency cooling equipment and surveillance scheduling.

Prior to issuance of this inspection report Boston Edison Company had recognized additional management attention should be applied to the security and fire protection areas. Accordingly, both the security and fire protection functions were separated from the Resource Protection and Control Group which was previously responsible for several other functions in addition to these areas.

This reorganization focuses specific management responsibility on security and fire protection by assignment of new managers (group leaders) solely responsible for oversight of each of these areas.

Response of the new Security Group Leader and his staff to several events requiring corrective action has been reviewed by upper management at Pilgrim Station.

In each case response has been thorough, prompt and complete.

Response of the new Fire Protection Group Leader (supported by the Nuclear Engineering Department) has been eqaally thorough as indicated by the positive steps which have been taken to resolve concerns on fire barrier and fire watch adequacy.

These positive steps will be discussed with Senior Regional Management on January 20, 1987 at Region 1 Headquarters.
