50-424/86-58 Attention: Mr. Luis R. Reyes The Georgia Power Company wishes to submit the following information concerning the violation identified in your inspection report 50-424/

86-58:

l Violation 50-424/86-58-01, " Failure to Verify That Purchased Materials I

Conform to Procurement Documents"- Severity Level IV Georgia Power Company (GPC) has evaluated th spe(.ific discrepancies identified in the USNRC inspection report and acknowledges the violation.

i As part of the evaluation, the GPC Construction Department reviewed approximately 200 additional Certified Material Test Reports (CMTR's) for weld filler materials and approximately 50 CMTR's for other related materials such as pipe, plate, and structural shapes.

No additional discrepancies were found.

In addition, GPC requested a third-party l

review of CMTR's by the Bechtel Power Corporation Material and Quality Services group. This review examined randomly selected samples of welding material CMTR's from those reviewed by GPC Construction.

All the CMTR's reviewed were found to be complete and accurate.

The two discrepancies cited in the violation occurred in 1980 and 1984 respectively and did not involve the same document review personnel.

Based on the results of the evaluation as described above, Georgia Power Company has concluded that the two discrepancies identified during l

the USNRC inspection are isolated cases of document reviewer oversight.

The document review program for pipe welding materials requires 100% review of the CMTR's by both GPC and Pullman Power Products, the piping contractor and NPT stamp-holder for the Vogtle Project.

In addi-tion, the Authorized Nuclear Inspector at the plant site reviews CMTR's on a random basis to ensure the acceptability of the NA certificate program.

Georgia Power Company considers the Vogtle Project document revien. program adequate and in full compliance with applicable require-ments.

e Page Two Georgia Power Company contacted the vendors relative to the two discreparit CMTR's.

Both vendors, Alloy Rods Corporation and Techalloy Maryland, Inc., promptly provided corrected CMTR's.

The corrected CMTR's in both cases show that all testing required by the respective purchase orders was satisfactorily performed 6n the welding materials.

All corrective actions relative to the violation have been completed.

This response contains no proprietary information and may be placed in the NRC Public Document Room.
