Diesel Generator Fuel Oil Piping Vibration Testing

Dear Mr. Noonan:
In our letter of June 27, 1986 (reference 2), Houston Lighting & Power Company (HL&P) committed to submit a test plan and schedule for vibration testing of the diesel generator fuel piping system between the diesel engine and fuel oil storage tank. This commitment is in response to the ACRS recommendation to perform tests to determine the effect of diesel engine vibration on the fuel oil piping (reference 1).
In accordance with our commitment, the test plan for vibration testing of the diesel fuel oil piping is attached.
The test plan lists piping lines that will be monitored for vibration.
Since there are minor differences in pipe routing, we plan to provide a test for all three diesels on Unit 1.
The test plan also includes the test acceptance criteria and type of instrumentation being used to perform the vibration test.
Since the layout of the diesel generators and associated fuel oil piping is the same for both of the South Texas Project (STP) units, the results of the testing and any required modifications on Unit 1 will also be applicable to Unit 2.
Therefore, testing will not be performed on Unit 2.
The tests will be completed in the fourth quarter of 1986. Any required modifications for Unit 1 will be completed in the first quarter of 1987 and by Unit 2 fuel load for Unit 2.
