By letter dated February 23, 1987, Nuclear Packaging Inc. (NuPac) submitted Revision 1 of its quality assurance program description for the design and fabrication of concrete storage casks, "10 CFR 72iSubpart G Quality Assurance Program for Design and Fabrication of Concrete Storage Casks," letter number QA-86-2, Revision 1, dated February 18, 1987.

I We have reviewed this submittal against the requirements of Subpart G of 10 CFR 72

as reflected in our Branch Technical Position on Quality Assurance Programs for Independent Spent Fuel-Storage Installations. We have also reviewed it against the Request for Additional Information which was forwarded to NuPac by our letter of~ December 3, 1986. We find that Revision:1 acceptably responds to these docunents and that it describes an acceptable quality assurance (QA) program for the design and fabrication of concrete storage casks for long-term interin storage of-irradiated fuel elements. When properly implemented, the QA program described by NuPac meets the requirements of 'Subpart G of 10 CFR 72 and the acceptance criteria stated in our Branch Technical Position on Quality l

Assurance Programs for Independent Spent Fuel. Storage Installations.

In implementing your QA program with respect to the development and design of the NuPac CP-9 cask and, in particular, with respect to your proposed CP i Scale Model Test Program, we recommend that you contact Mr. John G. Spraul 1 -
