Arlington, Texas Istmecfaml Subj ec t : Docket No. 50-313 Brotwnd Q(k"1

Dear Mr. Eisenhut:

XD AH,CD On April 23, 1986 you notified Mr. John Griffin, Senior N

Vice President of Energy Supply at Arkansas Power and.ight L

Co. that the failure of a Reactor Coolant Pump shaft at Crystal w

River, Unit 3 and a subsequent ultrasonic examination of an h ele's identical set of shafts at Davis Besse 1, which indicated the same kind of cracks,"had caused you to believe a significantly gg brfmient high probability exists for cracks in your (Arkansas Nuclear One - Unit 1) shafts..."

Adann You requested that Mr. Griffin submit written statements g %

fJ aArm nu under oath "to enable the Commission to determine whether or not your license should be modified," and you requested AP & L submit " plans and schedules for inspecting the RCP shafts and g

other structural components..." within 20 days.

Offk a of J=esm ard On July 25, 1986, Mr. John F.

Stolz, Director PWR Project Directorate #6 in the Division of PWR Licensing-8 of the NRC addressed this same subject in a letter to Mr. Gene Campbell, hmei of 11ttle ark Vice President, Nuclear Operation, at AP & L and stated "you have not been totally responsive to our request for information" and gave AP & L another 45 days to respond.

cW A111 m m We are puzzled as to why the NRC would require an answer on a safety concern of this magnitudo within 20 days and then nAle

.after receiving an unsatisfactory response allow an additional Ib1kr 45 days for a proper answer.

This amourits to. allowing the operation of this nuclear reactor for nearly two more months under questionable safety conditions.

ummS 7)c In view of the fact that ANO-Unit 1 shut down for refueling and maintenance on August 22, 1986, for an estimated 10 weeks, m

cur concerns about the safety of ANO-1 are somewhat allayed for fe w A Justan the time being-tNJt We do, however, urgently request that, you do not allow ANO-1 g

to restart in October until this critical safety issuc and all other outstanding "open" safety issues are resolved.with this plant.

f%g We will appreciate an carly reply to this request.
