_ Atlanta, Georgia 30323 ATTENTION: Dr. J. Nelson Grace This. letter serves to document circumstances pertaining to the declaration of a Notification of Unusual Event (NUE) on July 21, 1986, regarding river level at Plant Hatch.

On July 21, 1986, at approximately 0325 CDT, it was conservatively deemed that the Altamaha River stage had decreased to less than or equal to 61.9 feet mean sea level (i.e., the action level for NUE), as measured at the plant intake structure.

Per procedure, an emergency class

" Notification of Unusual Event" was declared within the hour.

The appropriate offsite authorities were notified over the Emergency Notification Network (ENN) within 15 minutes of declaration.

While reviewing the situation, soon after declaration of the NUE, Georgia Power Company management and engineering personnel concluded that the NUE level had, in fact, not been reached.

It was determined that actual river level at the intake was 61.94 feet MSL.

The situation and conservative determination of river level were explained in phone conversations with Region II staff.

The Notification of Unusual Event wu terminated at approximately 1005 CDT on July 21, 1986.

In review, the declaration of the existence of an Unusual Event was in error; we believe however, that the operators took the appropriate action in conservatively notifying offsite authorities of the event.
