Dear Mr. Day:

This is in response to your letter dated March 17, 1986, in which you requested, pursuant to the Freedom of Information Act (F0IA), a copy of the technical proposal submitted by Technassociates, Inc., for NRC Contract No. NRC-10-84-211, entitled " Operation and Maintenance of the Nuclear Regulatory Commission Document Control System (DCS)."

In a telephone conversation with David Meyer of my staff on August 25, 1986, you clarified your request and agreed to accept a nonproprietary version of a proposal submitted by Technassociates, Inc., dated July, 1984, entitled " Technical Proposal for Upgrade of Hardware & Software Components of the NRC Document Control System." You further agreed that if, at a later date, you determine you want a copy of the proposal you originally requested,-you will submit another F0IA request.

The proposal you agreed to accept, as described on the enclosed appendix, is now available for public inspection and copying at the NRC Public Document Room (PDR) in file F01A-86-198 under your name.

Enclosed also is a copy of a notice which explains the procedures and charges for obtaining records from the PDR.
