\\...+ j Environmental Assessment For Dismantling of Facility and Disposition of Comporent Parts for the University of California at Santa Barbara L-77 Research Reactor Docket No. 50-433 1.
Description of Proposed Action By application dated September 9, 1985, as supplemented, the University ofCaliforniaatSantaBarbara(UCSB)requestedauthorizationto decontaminate and dismantle the L-77 research reactor, to dispose of its component parts in accordance with the proposed dismantling plan, and to terminate Facility Operating License No. R-124.
Following the reactor shutdown the fuel was removed from the core tank and shipped to an authorized Department of Energy facility.
I II. Need for Proposed Action In order to prepare the facility for unrestricted access and use, the dismantling and decontamination activities proposed by UCSB must be accomplished.
III. Alternatives to the Proposed Action The only alternative to the proposed dismantling and decontamination activities is to maintain the facility as a restricted area and permit the components to decay to acceptable levels. This approach would include monitoring and reporting for the duration of the safe storage period.
However, the University intends to use the area for other academic purposes.
IV. Environmental Impact of Dismantling and Decontamination All decontamination will be performed by trained personnel in accordance with previously reviewed procedures and will be overseen by experienced health physics staff. Solid and liquid waste will be removed from the facility and managed in accordance with NRC requirements. UCSB has calculated that the collective dose equivalent for the project will be less than '.05 person-rem.

Personnel, and radioactive liquid and solid wastes, and gaseous enissions will be monitcred during the various operations to make sure that exposures will continue to be "as low as reasonably achievable" (ALARA).
Based on the review of the specific proposed activities associated with the dismantling and decontamination of the UCSB facility, the staff has determined that there will be no significant increase in the amounts of effluents that may be released offsite, and no significant increase in individual or cumulative occupational or population radiation exposure.

Conclusion Based on the foregoing considerations, the staff has concluded that there will be no significant environmental impact attributable to the proposed activities. Having reached this conclusion, the staff has further concluded that no Environmental Impact Statement for the proposed action need be prepared and that a No Significant Environmental Impact Finding is appropriate.
