MacDONALD James A. MacDonald, being on oath deposes and says:

I am Radiological Assessment Manager at Seabrook Station.

My professional q-alifications are attached hereto and marked "A".

As stated in 10 CFR $50.47(a)(1), the purpose of a radiological emergency response plan for a nuclear power reactor is to provide " reasonable assurance that adequate protective measures can and'will be taken in the event of a radiological emergency."

The purpose of the. emergency classification system.
Is to specify the

parameters that are used to detect the actual or potential degradation of a nuclear power reactor >'s operating or safety systems and, depending upon the degree of degradation, categorize the emergenc'y condition into one of the four established emergency. classes.

The use of the emergency classification system is to initiate emergency response, both onsite and offsite, in order to provide appropriate actions to protect the public from a radiological threat.
That is, emergency response is initiated to minimize or avoid exposure of members of the public to radioactive materials that could be released from an emergency condition at a nuclear power reactor.
5.
Without the potential to release radioactive material, there is no threat to the public and therefore no need to initiate offsite protective actions by the implementation of a radiological emergency response plan.
This means there is no need to implement the emergency classification system.

Mr. MacDonald received his Associate in Nuclear Engineering from Wentworth Institute in 1965, his Bachelor of Science in Nuclear Engineering from Lowell Technological Institute in 1968, and his Master of Science in Radiological s
Health from Harvard University in 1970.

che Healen Physics Training Program sponsored by Brookhaven National Laboratory and the USAEC.
While completing th1 last three years of his undergraduate studies, Mr.
MacDonald worked for Sanders Nuclear Corporation in Nashua, New !!amsphire as an Engineering Assistant.
His time was devoted to performing analytical design of various systems employing radioisotopes as heat sources. This work included the feasibility evaluation of the application of radioisotopes for these systems and devices by analytically designing and optimizing fuel capsules, energy conversion systems, and shielding.
In addition, Mr. MacDonald wo-ked on establishing and implen3nting a facility radiation safety program. This included work on the design and licensing of a remote-handling. hot cell and a radiochemistry laboratory.
Mr. MacDonald joined Yankee-Westboro in May of 1970 as an engineer within the Radiation Protection Section.
In this capacity, Mr. MacDonald assisted in obtaining plant operating licenses in the areas of radioactivity source term analysis and dose avaluations, environmental radiological monitoring emergency planning, and in-plant radiation protection programs.
In September of 1972, Mr. MacDonsid :ransferred to the Safety Analysis Section where he worked in the source teem and dose evaluation areas. These evaluations were performed for radioscrivity releases assoc.iated with normal plant operation and for releases associated with accident conditions.
1 In October of 1973, Mr. MacDonald was appointed to the position of Manager of the Radiation Protection Group.
In this capacity, Mr. MacDonald directed the activities of the group which include both licensing assistance in the radiatiou protection area for plants under design and construction and oper-acional health physics assistance for operating plants.
Mr. MacDonald joined Public Service Company of New Hampshire in August of 1983 as Radiological Assessment Manager with the responsibility for implementation of the Seabrook Station Radiological Emergency Plan.
Mr. MacDonald is a national and New England chapter nember of the Health Physics Society and is certified in the field of health physics by the American Board of Health Physics.
