Dear Mr. Thorne:
Enclosed please find a request from Transnuclear, Inc. to export 200,000 curies of tritium gas to the Swiss Institute for Nuclear Research in Villigen, Switzerland for fundamental research; 110,000 curies will be provided by the Oak Ridge National Laboratory and 90,000 curies by Los Alamos National Laboratory.
The tritium will be returned after completion of the experiments.
Before taking action on this license request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Non-Proliferation Act of 1978.
