Dear Mr. Zech:

Recent disclosures by the Nuclear Regulatory Commission, relative to the safety of the Pilgrim Nuclear Power Plant in Plymouth, Massachusetts, have 'enerated g a great degree of concern on the part of Massachusetts residents.

Among the numerous violations cited by the NRC was Bost'on Edison's failure to remedy serious managerial deficiencies including inadequate supervision of routine maintenance and security at the plant, poor handling of low-level radioactive waste, and most importantly, insufficient training and hiring of plant operators. Statements by the NRC have criticized Boston Edison for failing to conduct the vast majority of routine tdbts required to check valves designed to halt the spread of radioac-tivity should an accident occur.

We are very disturbed to learn that the NRC has identified this plant as one of the most poorly managed and potentially least safe plants in the country, and we hope that you will take,imme-diate measures to ensure that these severe defects are remedied.

WesuggestthattheCommissionprovideclosermonitoringoftheh operations at Pilgrim. Perhaps assigning additional NRC person-nel to Pilgrim would prevent a repeat of such long-term safety violations.

In view of the severity of the problems identified at this facility, and the fact that the Pilgrim plant has been plagued by operational problems for years, we strongly urge the NRC to II prevent this facility from operating until all safety issues have been thoroughly resolved.
