Dear Mr. Thorne:

Attached is a letter from Transnuclear, Inc. requesting an amendment to export license XM08561 to increase the quantity of source material authorized for export by an additional 1,000,000 kilograms. The material will be used as feed for subsequent enrichment in EURATOM and eventual use as fuel in light-water power reactors (LWR's).

Before taking action on this license amendment, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act, as amended by the Nuclear Non-Proliferation Act of 1978 (NNPA).

As this proposed export involves the enrichment of U;S.-supplied material, we note that it will be subject to the procedures required by Section 402(a) of the NNPA.
