SUBJECT: NRR/SER PERTAINING TO OPEN FIRE PROTECTION ITEMS FROM

REGION III SPECIAL INSPECTION OF FERMI-2 (INSPECTION

REPORT NO. 50-341/85050 (DRS))

Region III inspectors identified several open fire protection items as a result

  • of a special inspection conducted December 2-6, 1985, which were delineated in

the subject inspection report. Three open items (Nos. 6.g. (1), 6.g. (2) and

6.o. (3)), noted in that report, pertain to electrical cable feed used in the

independent alternate shutdown system which are routed through the fire areas

of concern for which the alternate shutdown system is provided. At issue was

whether the licensee had complied with previous commitments to the NRC to assure

that at least one means of safely shutting down the reactor remains undamaged by

any fire in any area of the plant. The commitments were made by the licensee to

demonstrate compliance with the guidelines of the Standard Review Plan Branch

Technical Position 9.5-1.

By letter dated January 3, 1986, the licensee addressed the three open items

discussed in the subject inspection report. The NPR staff has reviewed the

licensee's response and concludes that sufficient fire protection capability has

been provided by the licensee to accept the proposed modifications planned for all

three fire protection open items. The NRR staff's SER is enclosed. This finding

has been confirmed by a follow-up Region III inspection June 30 - July 1,1986,

the results of which are documented to the licensee by Region III letter dated

July 21, 1986.
