Gentlemen:

Enclosed for your review, prior to our scheduled meeting of March 13, 1987, is

the SALP 6 Board Report for the LaSalle County Station, Units 1 and 2, covering

the period October 1, 1985 through November 15, 1986.

Overall, your performance was found acceptable and directed toward safe facility

operation. ' The programs developed by your staff in response to the 10 CFR 50.54(f)

letter issued November 22, 1985, improved regulatory performance during this

assessment period. This was evidenced by the improvement of four functional

areas which received Category 3 ratings in the last SALP and which received

Category 2 ratings during this assessment period.

In accordance with NRC policy, I have reviewed the SALP Board report and accept

the Board's findings.

You should be aware, however, that both the Board and I

had considerable difficulty in deciding the final ratings in the areas of

Operations, Surveillances, and Outages. The general problem encountered was

that while performance in each of these areas had improved, questions existed

as to whether the amount of improvement and the duration of performance at the

improved level was sufficient to support a Category 2 rating. Therefore, you

should interpret these ratings to be a close call between Category 2 and Category

3 and to be more representative of activities at the end of the period. This

fact, along with some specific concerns identified in the Surveillance and

Security areas, point out the need for continued high levels of management

attention to this plant to assure that actions initiated continue to show

positive results. Highlights of the report are set forth below:

1.

The functional areas of Operations, Maintenance, Surveillance, and Quality

Program and Administrative Controls Affecting Quality, which had received

Category 3 ratings in the last SALP, were all rated Category 2 in this SALP.

2.

In the area of Surveillance, while a Category 2 rating was received, problems

continued to occur with inservice testing.

Inadequacies are the same as

those mentioned in the SALP 5 report indicating that corrective actions

have not been sufficient to prevent these. problems from recurring.

3.

The functional area of Security received a Category 2 rating, but a declining

trend in performance was noted at the end of this assessment period.

4.

Fire Protection / Housekeeping declined from a Category 1 during the last

SALP to a Category 2.

meeting on March 13, 1987, we also request written comments within 30 days

after the meeting.

Upon receipt, your comments will be evaluated and our

conclusions relative to them will be provided to you.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Board Report will be placed in the NRC's Public Document Room.

No reply to this letter is required at this time; however, should you have

any questions concerning the SALP report, we would be pleased to discuss them

with you.
