.c ENCLOSURE 1 RESPONSE - NRC INSPECTION REPORT NOS. 50-327/86-65 and 50-328/86-65 GARY G. ZECH'S LETTER TO S. A. WHITE DATED JANUARY 28, 1987 During the Nuclear Regulstory Commission (NRC) inspection conducted on November 17-20, a violation of NRC requirements was identified. The violation involved design control for HVAC seismic supports.
In accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:
10 CFR 50, Appendix B, criterion,III, as implemented by paragraph 17.1.3 of TVA Topical Report TVA-TR75-1A, requires that measures shall include provisions to assure that appropriate quality standards are specified and included in design documents and that deviations from such standards are controlled.
The design control measures shall provide for verifying or checking.the adequacy of design.
i contrary to the above, design control measures were not provided for verifying or checking the adequacy of design in that no original design calculations were found for KVAC seismic supports 1030 HDABHVAC-0820, 0822, and 7965.
This is's Severity Level V violation (Supplement I).

Admission or Denial of the Alleged Violation TVA admits the violation.

Reason for the Violation Lack of an effective administrative control system for maintaining retrievability of these calculations.

Corrective Action Taken and Results Achieved To ensure the integrity of the questioned supports, TVA performed design l
calculations to assess the adequacy of the variance to typical HVAC duct support 47A055-144. These calculations demonstrate that the HVAC seismic support meets design requirements.

Corrective Steps Which Will Be Taken to Avoid Further Violations TVA Division of Nuclear Engineering issued a Civil Engineering Branch (CEB) Policy Memorandum (PM) 86-02, Revision 1, " Civil Discipline Policy l
For Design Calculations," dated December 2, 1986.
This PM was written to J
establish a program for achieving a consistent, continuous approach in development and maintenance of civil discipline calculations.

..The PN identifies the calculations which are essential and also requires a project specific implementation plan for calculations.
The Sequoyah Civil Implementation Plan contains criteria to categorize essential calculations as pre-or postrestart. Prerestart essential calculations,will be verified for retrievability before restart of the unit associated with the calculations. Any calculation in this category which cannot be retrieved will be regenerated before restart of the applicable unit. All calculations identified as essential but not required for restart will be verified for retrievability or regenerated after restart, 5.
Date When Full Compliance Will Be Achieved Those calculations designated as required for restart by the Sequoyah Civil Impl~ementation Plan will be verified for retrievability, or regenerated if necessary, by April 1, 1987, for unit 2 and before restart of unit 1 as applicable to that calculation. A schedule for calculations which are essential but not required for restart is currently being developed as part of implementation of the program plan.
