Dear Mr. Thorne:
Enclosed are applications from Edlow International Conpany for licenses to authorize the import of uranium of South African origin.
The applicant has submittod these requests as a result of the NRC action to delete the general import license with respect to South African origin uranium which became effective December 31, 1986 (51 FR 47207).
Before taking action on these license applications, we would appreciate the views of the Executive Branch with respect to the proposed imports, in light of the statutory requirements of Public Law 99-440, the Comprehensive Anti-Apartheid Act of 1986, and specifically, Section 309(a) of the Act.

Dear Ms. Wright,
Edlow International Company hereby requests a specific license, valid for a period of two years from the date of issue to import uranium ore concentrate of South African origin.
The quantity desired under this license is 500,000 kilograms of uranium as uranium ore concentrate (U 0 ).
The material will be converted 38 to uranium hexafluoride by U.S.
conversion companies, with subsequent enrichment being provided by the U.S.
Department of Energy under existing contracts, or exported to a European enrichment facility.
The end use of this material will be in approved, light water power reactors located in the United States, the Euratom community, Japan, Taiwan or Korea.

The material will be enriched to a ma>,imum of 5% in the isotope U235, and after processing will be for use in approved, light water power reactor facilities in the United States, the Euratom community, Japan, Taiwan or Korea.
