Dear Mr. Chairman:

The Nuclear Regulatory Commission requests approval to reprogram FY 1986 funds.

These adjustments are required primarily to fund a projected underrun in salaries and benefits and to fund partially the consolidation of headquarters offices at White Flint in Rockville, Maryland.

Building consolidation is very important to the agency and we are committed to its success.

We did not budget for consolidation in FY 1986 since the issue was so highly uncertain when the budget was sent to the Congress.

The timing of the decision that permitted consolidation made it impractical to pursue'a supplemental budget request.

We must find the necessary funds within our existing resources.

While this reprogramming action will result in some short term programmatic impact, the benefits we will derive from consolidation will be permanent and will have a positive effect on our ability to protect the public health and safety.

The proposed reprogramming adjustments with explanation are enclosed.

Your early consideration of the proposed reprogramming actions is appreciated.

$416,338 Comparability and Other Changes:

The principal funding changes are in PTS and PDA and reflect the unification of our two legal offices, the Office of Executive Legal Director and the Office of General Counsel into a single office (in PTS). The remaining resource changes are minor adjustments made during January to July 1936. These funding changes result from:

1) a transfer of funds from NRR to RES to enable RES to support NRR requirements under a RES administered contract; and 2) increased IE travel to inspect problem facilities; 3) minor projected underruns in PTS and PDA.

Proposed Reprograming These adjustments are required to fund an estinated $2.4 million underrun in salaries and benefits and a net of $3.4 million for the initial phase of the consolidation of NRC's headquarters offices in Rockville, Maryland.

The projected underrun in salaries and benefits results from higher than anticipated lump-sum payments to employees upon retirement (unused leave) and premium pay and the fact that anticipated reductions in average salary costs have not materialized.

. There were no funds included in the FY 1986 budget to fund the consolidation of NRC's headquarters offices. Construction is nearing completion and NRC is scheduled to start moving its offices to Rockville in December 1986.

FY 1986 funding is required for facility and space preparation, furniture, equipment, telecommunications, and security services.

These funding requirements total $5.8 million. The source for $3.0 million of this requirement is from the deobligation of unused funds on completed contracts that were funded in prior years.

The sources of the remaining $2.8 million are identified as follows:

The major program impacts resulting from these reductions are as follows:

NRR Reductions in program support for operating reactors and for generic issues. The reduction in operating reactors will not impact on plant licensing.

The resolution of three medium priority generic safety issues will be delayed until FY 1987.

NMSS Reductions in program support due to revised estimates of FY 1986 requirements. There are no program impacts.

IE Reductions in program support will reduce the scope of support activities for design inspections, and for several event evaluations and generic communi-cations activities. No significant impact will result.

y 1 RES Reductions in program support will impact the following research programs:

1) The Reactor Engineering Program.

It will delay acquisition of reactor components for fragility testing and delay certain piping system failure experiments; 2) The Thermal Hydraulic Transients - The 2D/3D International Loss-of-Coolant Accident Research Program.

It will delay analyses of Japanese Slab Core Test Facility (SCTF) tests and delay test sumary reports on earlier Japanese testing in SCTF and the Cylindrical Core Test Facility; 3) The Accident Evaluation Program.

It will cut back further development / improvement of microcomputer based severe accident analysis aids, and reduce melt progression code (MELPROG) validation experiments.

It will delay: hot-cell examination of TMI-2 and Power Burst Facility (PBF) severe fuel damage specimens; direct containment heating experiments in the new large SURTSEY facility; and the experiments and final program summary analyses on hydrogen research.

Some additional minor reductions in RES program support are achievable due to program delays. The start of the International Piping Integrity Research Group (IPIRG) was delayed due to extended negotiations and slips in the Rig of Safety Assessment (R0SA) IV test schedule will delay the analysis of certain tests.
