Item 3.1.1 Georgia Power Company (GPC) needs to submit an unambiguous statement confiming that post-maintenance testing of reactor trip system components is required and that the test procedures were reviewed to ensure that the testing ~ demonstrates that the equipment is capable of performing its intended safety function.

If not, a schedule should be submitted for when the review will'be completed.

RESPONSE

Maintenance of_ the reactor trip switchgear is controlled and processed via Maintenance Work Orders- (WO) procedures.

These-procedures establish controls _which require post-maintenance testing-of the reactor trip switchgear to prove its operability.

VEGP has developed test procedures which utilize the solid state protection system (SSPS) panel or the main control board trip - handswitch to demonstrate -operability of the reactor trip switchgear.

These test procedures will demonstrate the operability of the undervoltage (UV) trip attachment and shunt trip attachment.

Item 3.1.2 GPC indicated that when procedures are reviewed at Vogtle, part of the review criteria is to review the ' procedure against the applicable vendor manuals.

However, it is not quite clear from GPC's response whether this review entailed a ' check of vendor and engineering recommendations to ensure that appropriate test guidance is included in the test and maintenance procedures or the Technical Specifications.

If GPC's program for reviewing procedures does adequately verify that ' appropriate vendor and engineering test guidance have-been incorporated into these procedures, then GPC should provide ~a statement confirming that the requirements of Item 3.1.2 have been completed.

If not, GPC should submit a schedule for when this review will be completed.

RESPONSE

At_ VEGP, procedures are written referencing vendor manuals, if applicable.

When procedures are reviewed, part of the review criteria is to review the procedure against the applicable vendor manuals.

This review includes a review of the vendor and engineering recommendations to ensure' that appropriate test guidance is included in the test and maintenance procedures or Technical Specifications.

Vendor manuals are controlled at the site in accordance with Administrative Procedure 00108-C " Control, Approval and Use of Vendor Manuals and Revisions".

Item 3.2.1 GPC needs to submit a unambiguous statement confirming that post-maintenance testing is required for all other safety-related components and that a review of test and maintenance procedures and Technical Specifications was performed to assure that the testing demonstrates that the equipment is capable of performing its safety function.

If not, GPC should submit a schedule for when this review will be completed.

These procedures establish controls which require post-maintenance testing of safety-related systems / components to prove their operability.

A review of the test and maintenance procedures and the appropriate Technical Specification has been completed to assure that the testing demonstrates that the equipment is capable of performing its safety function.

Item 3.2.2 GPC needs to provide a statement confirming that its program for reviewing procedures did adequately verify that appropriate vendor and engineering test guidance were included in the test and maintenance procedures or the Technical Specifications.

If not, GPC should submit a schedule for when this review will be completed.

RESPONSE

Item 4.5.1 GPC needs to provide an unambiguous statement confirming that on-line functional testing of the reactor trip system, including the Reactor Trip Breakers (RTB), will be performed and that such testing will independently verify the operability of the RTB undervoltage and shunt trip features.

RESPONSE

VEGP has developed a Surveillance Procedure which verifies the capability of the Undervoltage and Shunt trip features to independently trip the Reactor Trip Breakers each month.

Each train is tested a least once every 62 days on a staggered test basis.

A Westinghouse Automatic Shunt Trip Panel was added to the Reactor Trip Switchgear Cabinets and provides the capability j

to independently test the Undervoltage and Shunt Trip devices as follows:

Undervoltage trip - the Shunt trip feature is blocked using a shunt trip block pushbutton and the breaker is tripped from the SSPS test panel.

UV coil voltage is verified at zero and breaker verified open proving trip through UV trip device only.

Shunt Trip the automatic shunt trip pushbutton is depressed, UV coil voltage is verified to be normal and breaker verified open proving trip through shunt trip device only.
