t 7500-01 UNITED STATES NIfCLEAR REGULATODY COMMISSION DENTAL OF AMENDVENT TO FACILTTY ODERATING LICENSE AND OPPORTUNITY FOR A HEARING VIRGINIA ELECTRIC AND POWER COMPANY DOCKET NOS. 50-338 AND 50-339 The U.S. Nuclear Regulatory Comission (the Comission) has denied a request by Virginia Electric and Power Company (the licensee) for an amendment to Facility Operating License Nos. NPF a and NPF-7, issued to the licensee for operation of the North Anna Power Station, Units No. I and 2 (the facilities) located in Louisa County, Virginia.
The proposed amendments would have reduced the minimum number of thimbles required for taking flux maps with the incore movable detector system from 75%
to,50%. Notice of Consideration of Issuance of these amendments was published in the FEDERAL REGISTER on August 14, 1985 (50 FR 3?A03). The licensee's application for the amendments was dated April 1, 1985.
The reouest was found unacceptable due to the fact that the ability to detect anomalous conditions in the core would be seriously degraded.
Technical Specification changes to reduce the number of thimbles required for j
taking flux maps with the incore movable detector system to 50% might result in a lack of incentive to keep the system operating as close to 1007 as possible, and could result in an acceptably degraded ability to detect l
anomalous conditions in the core. Therefore, the proposed change to the Technical Specifications is denied.

By letter dated January 9,1987, the NRC Staff transmitted to you a Safety Evaluation Report, which denied your April 1,1985 request to reduce the minimum number of thimbles required for taking flux maps with the incore movable detector system for NA-1A2.
Due to an administrative error, a Notice of Denial of Amendments to Facility Operating Licenses and Opportunity for Hearing was not included as an enclosure to the January 9,1987 letter. Enclosed with this letter you will find the subject notice, which has been filed with the Office of the Federal Register for publication.

Th'erefore, the proposed chance to the Technical Specifications is denied.
