The Babcock & Wilcox Company, Commercial Nuclear Fuel Plant is requesting a 90-day extension on performing the 1986 audit of our nuclear material control system (10 CFR 70.58 (c) (2).

Section 8.2.1.1 of our Fundamental Nuclear Materials Control Plan states that this audit is to be performed at intervals not to exceed 12 months.

Arthur Young and Company has performed the 70.58 audit usually during the second calendar year SNM physical inventory.

Performing this audit during an SNM inventory helps the Arthur Young auditors to assure a more complete review of the SNM accounting system used at the CNFP.

Typically, the second calendar year inventory for the CNFP has been taken during July-August, therefore our 70.58 audits have also been in the July-August timeframe which has maintained the 12 month requirement of Section 8.2.1.1.

The time table for 1986 has however been shifted due to inventory scheduling.

Our first CY 1986 SNM inventory was conducted on April 28, 1986 (60-day extension - Reference 2) with the 2nd inventory tentatively scheduled for October-November.

The last Arthur Young audit was initiated on August 12, 1985 therefore if the next Arthur Young audit is performed during the next SNM inventory, we will not be able to meet the 12 month requirement of Section 8.2.1.1.

United States Nuclear Regulatory Commission Page 2 July 22, 1986 As a result, we are requesting that we be allowed to initiate the 1986 audit of the 10 CFR 70.58 (c) (2) systems within 90 days after the end of the 12 month period specified in 8.2.1.1.

This will help to assure a thorough review of the Nuclear Materials Control system by keeping the audit schedule in step with our SNM inventory schedule.

Enclosed is a check for $150 to cover the initial licensing fee.
