Exercise Report of the January 13, 1987, Exercise of the Illinois Offsite Radiological Emergency Preparedness Plans for the Clinton Power Station.
h is is to transmit a copy of the Exercise Report of the January 13, 1987, joint exercise of the Illinois offsite radiological emergency preparedness plans for the Clinton Power Station, near the City of Clinton, Illinois.
Participants included the State of Illinois (full participation), DeWitt County (full), including the municipalities of Clinton, DeWitt Village, Weldon and Wapella; Macon County (partial); McLean County (partial);
Platt County (partial) in support of DeWitt County; Iajan County (relocation center); and the Illinois Power Cmpany (full). Excludirxj Ingan County all of the above are impacted by the plume exposure 10-mile Emergency Planning Zone (EPZ). The date of the final report prepared by the Federal Emergency Management Agency (FEMA) Region V was February 23, 1987.
In the January 13, 1987 exercise, conducted by FEMA Region V, there were no deficiencies observed; however, there were two Areas observed as Re-quiring Corrective Action (ARCAs). W e State of Illinois has received a copy of the exercise report and responded to the ARCAs cited by FEMA. The FEMA Region V memorandum to the State dated February 23, 1987, is attached and describes both the ARCAs, the. State's response and FEMA's evaluation and acceptance of that response. Based on the results of the exercise and the schedule of corrective action for the ARCAs, FEMA considers that offsite radiological emergency preparedness is adequate to provide reason-able assurance that appropriate measures can be taken offsite to protect the health and safety of the public living in the vicinity of the site in the event of a radiological emergency.
