Under separate cover, we are transmitting an application for Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1.
This application requests that the Davis-Besse Nuclear Power Station, Unit No. 1, Technical Specifications, Appendix A to the Operating License, be revised to reflect the changes attached. The proposed changes involve Specifications 3.8.2.3, 4.8.2.3.1, 4.8.2.3.2, A 8.2.4.1 s
and Bases Section 3/4.8.
t These changes are being requested to update the Davis-Besse statiorI4 battery surveillance requirements. The proposed changes, as discussd4 in the enclosed Safety Evaluation, are based on the guidance provided by the NRC's improved set of model Technical Specifications for station batteries (NRC letter dated July 16, 1981, Log No. 756).
To reduce the likelihood of a required station mode transition under the existing outdated surveillance requirements (during the scheduled March 1, 1987 surveillance tests), Toledo Edison requests that this amendment be expeditiously approved and issued by February 28, 1987.
Enclosed is a check for $150.00 as required by 10CFR170.12(c) for a license amendment application.
