FINAL SAFETY EVALUATION OF "BWR VESSEL AND INTERNALS PROJECT, VESSEL ID ATTACHMENT WELD INSPECTION AND FLAW EVALUATION GUIDELINES (BWRVIP-48)," EPRI REPORT TR-108724 (TAC NO. MA1138)

Dear Mr. Terry:

The NRC staff has completed its review of the proposed revisions to the Electric Power Research Institute (EPRI) proprietary report TR-108724 "BWR Vessel and Internals Project, Vessel ID Attachment Weld Inspection and Flaw Evaluation Guidelines (BWRVIP-48)." This

report was submitted to the U.S. Nuclear Regulatory Commission for staff review by letter dated March 6,1998, and supplemented by letter deted March 3,1999. It provides generic guidelines intended to present appropriate inspection recommendations to assure safety function integrity j

of the subject safety-related reactor pressure vessel (RPV) internal components it also provides recommendations for additionalinspections ci non-safety related attachment welds to assess the possibility that cracks which initiate at the attachments might propagate into the vessel wall, nondestructive evaluation (NDE) metnode, inspection locations and inspection i

frequencies, and acceptable methods for use in evaluating the structural integrity significance of the flaws that are detected during the examinations.

j The NRC staff completed its initial review of the BWRVIP-48 report and transmitted a Safety Evaluation (SE) with several open items to you by letter dated March 21,1999. By letter dated April 30,1999, the BWRVIP responded to the open items in the staff's initial SE.

The NRC staff has reviewed the proposed revisions to the BWRVIP-48 report and finds, in the enclosed Safety Evaluation (SE), that the revised guidance of the BWRVIP-48 report is acceptable for inspection of the subject safety-related RPV internal components. This finding is based on information submitted by the above cited letters. The staff has concluded that licensee implementation of the guidelines in BWRVIP-48 will provide an acceptable level of quality for examination of the safety-related components addressed in the BWRVIP-48 document.
