1.0 INTRODUCTION

By letter dated ilanuary 14, 1987, the licensee provided a sunnary of the qualifications of an individual who the licensee proposes to utilize as a Shift Operations Advisor at Fermi 2. These qualifications are intended to satisfy the requirements of Fermi License Condition 2.C.(12) and NRC Generic Letter 84-16. License Condition 2.C.(12), which is based upon Generic Letter 84-16, includes the following:

"At all times the plant is in an operating condition other'than .

cold shutdown or refueling, DECO shall have a licensed senior operator on each shift who has had at least six months of hot operating experience on a similar type plant, including at least six weeks at power levels greater than 20 percent of full power, and who has had start-up and shutdown experience. For those shifts where such an individual is not available on the plant staff, DECO shall provide an advisor who has had at least four years of power plant experience, including two years of nuclear plant experience, and who has had at least one year of experience on shift as a licensed senior operator at a similar type facility."

The following is the staff's evaluation of the proposed individual to serve in the position of Shift Operating Advisor.

2.0 EVALUATION The resume of the proposed individual indicates that he has extensive experience in the operation of nuclear power plants. He received a bachelor of science degree in marine engineering from the US Naval Academy and served for several years in the naval nuclear power program, including service as engineering officer of the watch.

Following his 5 years of naval service, he has worked for the past 3 years with the General Electric Company as a start-up engineer. His hot operating experience includes shift work at River Bend and at the Leibstadt plant in Switzerland, both of which are large BWR plants. This experience totals one year, and includes about 4 months at power levels greater than 20 percent. At the Leibstadt plant he was licensed by the Swiss government and stood watch as a shift supervisor. He has participated in startups and shutdowns at both plants. I SRO-certified at River Bend'where he served as GE Shift Supervisor through completion of the warranty run. The staff has been informed that he has , .

completed the training program required by License Condition 2.C.(12) and ,

has been SRO-certified for Fermt 2 following completion of that training.

The staff concludes that the qualifications of the proposed individual meet the objectives of Fermi License Condition 2.C.(12) and Generic Letter 84-16 and, therefore, the individual is qualified to serve as Shift Operations Advisor at the Fermi 2 plant.
