The purpose of this modification is (1) to exercise the Government's unilateral option to extend the contract term; (2) to provide f unding f or interior alterations; and (3) to make cpecific revisions to the contract.
Accordingly, the parties cgree to the f ollowing changes.
A.
In accordance with paragraph B.3.4.,
the contractor is hereby notified that the period of building unoccupancy is estimated to cxtend through June 1987.
The fixed price payments f or the remainder of the unoccupancy period shall be based on the fixed priced established for February 1987.
The payment f or the last month of unoccupancy shall be prorated by the actual number of days the building is unoccupied.
B.

Paragraph C.3.2.f Eigvgtor Meigtggggeg, the first paragraph (see solicitation Amendment No. 1 dated July 24, 1986), is deleted in its entirety, and the following paragraph is nubstituted in lieu thereof:
"During the period in which the building is under construction, the freight elevator and two passenger elevators will be made available f or the construction contractor 's use.

"The contractor shall provide services under the contract f or the twelve month period f rom November 7, 1986 through November 6, 1987.

Subparagraph F.5.A(1) is deleted in its entirety.
The f ollowing subparagraph is hereby substituted:

The contractor shall submit completed Personnel Security l
Forms (PSF) Packets for himself and all individuals covered by paragraph H.10.C. to NRC's Division of Security, Attention: James Dunleavy, within 15 days from the date of contract award.
Concurrently, the Contractor shall submit a verification list to the NRC Project Officer identif ying those individuals f or which
[
PSFs were submitted, and the date of submission, to the Division of Security.
PSFs and verification lists shall be submitted for all new employees no later than five days prior to employees starting work under this contract.
The contractor shall assure that all PSFs are accurate, complete and legible (except for Part-II, Personnel Security Questionnaire, which is required to be completed in private and submitted to the contractor in a sealed snvelope).
PSF packets will be furnished by NRC for the contractor's use.
Upon favorable review of these forms by the Division of Security, the NRC may authorize and grant temporary building access approval to individuals perf orming work under i
this contract, pending completion of GSA's investigation and determination of the individuals' eligibility for permanent building access approval."

The Government shall have and exercise f ull and complete control over granting, denying, withholding, or terminating building access approvals f or individuals performing work under this contract.
In the exercise of that authority, the NRC 1
may, among other things, grant or deny temporary building access approval to an individual based upon its review of the information contained in the

Personnel Security Forms (PSF) Packet.

things, grant or deny permanent building access approval based on the results of its investigation and adjudication guidelines.
This requirement also pertains to the officers of the firm who, for any reason, may visit the work site for an extended period of time during the term of the contract.
In the event of NRC and GSA being unable to grant a temporary or permanent building access approval, respectively, to any individual performing work under this contract, the contractor is responsible f or assigning another individual to perf orm the necessary f unction without any delay in the contract 's perf ormance schedule, or without adverse impact to any other terms or conditions of the contract.
The contractor is responsible for informing those affected by this procedure, of the required building access approval process (i. e.
temporary and permanent determinations), and that the individual may be required to wait until permanent building access approval is granted before beginning work in the NRC building."

Subparagraph 3 is changed to read:
"The contractor shall ensure that he promptly advises the Division of Security of the termination or dismissal of any employee who has applied for, or has been granted NRC building access approval."
