The cost ceiling for this task order, including travel, is $22,120.00. The funding level for this task j
order is established at 522,120.00. Funds for this task order have been provided under i
separate correspondence, and will not be redirected to other tasks under this Job Code without prior written authorization from the NRC. INEEL is hereby authorized to perform the work i
specified in the enclosed statement of work.

STATEMENT OF WORK FOR TASK ORDER No.1 UNDER J 2616 REVISION 1 TITLE:
THE USE OF RISK INFORMED INSIGHTS UNDER 10 CFR PART 54 NRC PROJECT MANAGER:

i BACKGROUND The staff is implementing the requirements of Title 10, Part 54, of the U.S. Code of Federal I
Regulations (10 CFR 54) through the review of license renewal applications (LRAs) and industry reports addressing license renewal. The staff is considering using risk related information in its implementation of the rule. The staff needs expert assistance in reviewing and documenting risk evaluations in its LRA reviews and on-site inspections.
Activities conducted within this contract may result in information to be incorporated into guidance documents, safety evaluation reports, or staff inspection activities relating to license renewal. The staff needs expert assistance contributing to staff positions, updating license renewal guidance, and developing input for safety evaluation reports.
Idaho National Engineering and Environmental Laboratory (INEEL) has expertise in this areas.
QSECTIVE The objective of this project is to obtain technical expertise from INEEL to assist the staff in evaluating probabilistic risk assessment (PRA)/ risk informed evaluations.
TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REQUIRED INEEL shall provide engineers / scientists that are experienced in the area of PRA / risk informed evaluatiors, and other related technical areas that will help the staff in developing risk insights in license renewal.
It is the responsibility of the contractor to assign technical staff, employees, subcontractors, or specialists who have the required educational background, experience, or combination thereof to meet both the technical and regulatory objectives of the work specified in this statement of work (SOW). The NRC will rely on representations made by the contractor conceming the qualifications of the personnel assigned to this contract including assurance that all information contained in the technical and cost proposal, including resumes, is accurate and truthful.
The use of particular personnel on this project is subject to the NRC Project Manager's approval.
This includes proposed changes to key personnel during the life of the project.
If any work will be subcontracted or performed by consultants, INEEL shall obtain the NRC Project Manager's written approval of the subcontractor or consultant prior to initiation of the subcontract j
effort. Conflict of interest considerations shall apply to any subcontracted effort.

WORK REQUIREMENTS AND SCHEDULE INEEL shall perform a review of the license renewal rule and statements of consideration, regulatory guides DG-1047, portion of the standard review plan, NRR Oifice Letter 805, inspection Manual t
Chapter 2516, inspection Procedure 71002, current Commission positions on risk informed vregulation, staff presentation material from recent (within the past year) briefings to the Commission on risk informed regulation, and recent staff technical positions relating to license renewal generic
- issues. Based on this review, INEEL will make recommendations to the staff on the use of risk insights in the license renewal process. These insights should consider the use of risk insights in the -
development of license renewal applications, the staff review of license renewal applications, the inspection activities used to verify the license renewal process, and the development of staff positions on license renewal generic issues.
INEEL'will provide its assessment and recommendations to the staff within 3 months following the receipt of the background information.
In addition, INEEL will provide an enhanced final report that provides a detailed description obthe j
recommendations made to the staff on the use of risk insights. The descriptions are to contain sufficient information that will describe the process, techniques, and products, and expected benefits.
l INEEL will provide a suggested prioritization and its basis for each recommendation. INEEL will also j
add a fifth recommendation that will include a comparison between scoping activities without risk insights and scoping activities with risk insights.
i LEVEL OF EFFORT AND PERIOD OF PERFORMANCE The level of effort for Task 1 is estimated at 4 professional staff weeks (psw) over approximately a I

Technical Reportina Reauirements The transmittal letter and cover page of each report, or other deliverables as appropriate, shall contain the Job Code Number (JCN), task order number and title, and the NRC technical assistance control (TAC) number.
The contractor shall submit all reports and documents in draft form to the NRC project manager with a copy to the NRC technical monitor. The contractor shall incorporate NRC comments on the drafts into the final reports and documents and submit the reports to the NRC project manager with a copy l
