We have completed our review of the subject topical report submitted by the Westinghouse

Electric Corporation on May 13,1996. The report is acceptable for referencing in licensing applications to the extent specified and under the limitations delineated in the report and in the associated NRC safety ev&luation, which is enclosed. The safety evaluation def'.les the basis for acceptance of the report.

We do not intend to repeat our review and acceptance of the matters described in the report when the report appears as a reference in license applications, except to assure that the l

material presented is applicable to the specific plant involved. Our acceptance applies only to the matters described in the report.

. In accordance with procedures established in NUREG-0390, it is requested that the Westinghouse Electric Corporation publish accepted versions of this report, proprietary and

. @n-proprietary, including associated requests for additional information (RAls), within 3 months of receipt of this letter The accepted version shallincorporate this letter and the enclosed evaluation between the title page and the abstract. The accepted versions shallinclude an "A" (designating accepted) following the report identification symbol.

If our criteria or regulations change so that our conclusions about the acceptability of the report are invalidated, Westinghouse and the licensees referencing the topical report will be expe-ted j

to revise and resubmit their respective documentation, or to submit justification for the l

continued effective applicability of the topical report without revision of the respective j

documentation.
