MODIFICATION NO. 4 TO TASK ORDER NO.1 UNDER CONTRACT NO. NRC-04-97-039 In accordance with Section G.5, Tack Order Procedures, of the subject contract, this letter definitizes Task Order No.1 Modification No. 4. This effort shall be performed in accordance with the enclosed Statement of Work.

The period of performance for Task Order No.1 is changed to run from December 18,1998 l

through November 15,1999. The total estimated cost for full performance of this task order it increased by $63,635 from $1,025,408 to $1,089,043. The estimated cost is increased by

$59,472 from $958,325 to $1,017,797. The fixed fee is increased by $4,163 from $67,083 to

$71,246. Funds in the amount of $63,635 are hereby obligated for performance of this task order. The total funds obligated on this task order is thereby increased from $942,843.59 to

$1,006,478.59 of which $940,634 r6 presents the funded estimated costs and $65,844.59 9

l represents the funded fixed fee.

The following technical direction is orovided below for various tasks under this task order i

pursuant to Section G of the contract entitled " Project Officer's Authority." This redirection of effort will be accomplished by the contractor at no change to estimated cost or fixed fee of this task order. (1) Under Task 2.1(e), the contractor shall read and write TPR files for heat structure components to perform two SNAP workshops in April to May 1999; (2) the Contractor shall redirect 6 out of 8 staff month's effort in Task 6(a), Programmer's Manual, to improve the steam table used in RELAPS code. The improvement shall include: (a) Replace the existing tabular values in the steam and water property tables with values generated using the updated NIST IAPWS (Pruss 1999) formulation, (b) extend the properties tables into the metastable regions using the NIST formulation as a basis, (c) improve the interpolation routines to use a I

thermohydraulically consistent bi-quintic interpolation scheme (Swesty 1996) rather than the present linear interpolation scheme.

MOD 4 TO TASK ORDER #1 UNDER NRC-04-97-039 Add the following subtask to Task Order #1 of the RELAPS Code Maintenance contract (NRC-04-97-039).

9 (a) Three-way Coupling of RELAPS/SCDAP/ COUPLE This subtask includes the following elemen's:

(1)

Complete separation of the lower nead module (COUPLE) from SCDAP and RELAPS with its own time step control mechanism. COUPLE is currently hardwired to SCDAP and RELAP5.

(2)

Linking of COUPLE with SCDAP through PVM to effect one-way transmittal, from SCDAP to COUPLE, of information needed to perform COUPLE calculations.

This information includes, but not be limited to, mass, energy and temperature of debris slumping from the reactor core to the lower head.

(3)

Linking of COUPLE with RELAPS through PVM to enable two-way communication of data necessary for reactor core degradation transient calculations.

(4)

In addition to developmental assessment that includes functionality tests, the 3-way coupled code shall be assessed for one transient for a full reactor plant.

This assessment case will be chosen later jointly by the NRC and Scientecn.

At the completion of this subtask and the ongoing Subtask 9, the capability shall exist for a complete analysis of reactor core degradation transient from its initiation through core heat-up, core slumping and lower head failure, using the 3-way linked RELAP5, SCDAP and COUPLE codes.
