DECOMMISSIONING ISSUES,1:30 P.M., WEDNESDAY, i MARCH 17,1999, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)
The Commission was briefed by the NRC staff and Nuclear Energy Institute on Part 50 Decommissioning issues.
The staff should consider an integrated, risk-informed decommissioning rule versus individual rulemakings (e.g., those discussed in SECY-98-253, SECY-98-258, SECY-99-008) to address financial protection requirements, emergency preparedness, safeguards, backfit, fitness-for-duty, staffing, etc. for plants that are being decommissioned. The staff should report on the viability of the integrated approach and, if viable, outline its plans for pursuin;, such a rule.
