Subject:

Shift Operations Advisor Reference 2 informed you of the resignation of one of our Shift Operating Advisors (SOAs), as required by Fermi 2 License Condition 2.C.(12) . 'Ihis leaves our remaining complement of 5 SOAs which is sufficient to staff the control room during power operation, as required. However, Detroit Edison believes a sixth SOA would provide the opportunity to dedicate an SOA to each of the six shifts, thereby fostering team building.

Furthermore, a sixth SOA would provide a margin to mpe with any future contingency. Therefore, Detroit Edison has sought and identified a candidate to fill this role.

The attached resume sunmarizes the qualitications of Mr. K. Tageson. His SRO experience at the Liebstadt Plant includes tour months as a shift supervisor from initial criticality through the capletion of Test Condition 3 at 75% power (approximately 2.5 months of operation at power levels above 20%). In addition to the duties normally associated with the shift supervisor, Mr. Tageson was also assisting in the training and developnent of operations utility personnel.

In addition, Mr. Tageson was SPO certitied by General Electric at Riverbend, where he spent 8 months as a 33 Og12h p

In this role he was advising the shift supervisor in a manner functionally equivalent to the Fermi SOA role. During this assignment, Mr. Tageson gained an additional 6 weeks of experience of operation at or above 75% power.

Detroit Edison believes that this conbined experience is comparable to the requirements of Fermi License Condition 2.C. (12) and Generic Intter 84-16. The fact that this experience was gained during startups at 2 BWRs, lends additional credibility to Mr. Tageson as an advisor during the remaining startup testing of Fermi 2. Therefore, Detroit Edison requests your approval to employ Mr. Tageson as an SOA in the control room. Mr. Tageson will corplete the training required by License Condition 2.C.(12) and will be SRO certified by G. E. prfor to his assignment on shift. This training and certification is expected to be coupleted by January 30, 1987.
