Dear President Kim:

Thank you for your letter of May 27,1999. I was pleased to hear that the KINS is moving forward with its plans to open an office in the Rockville, Maryland area. I know this has been a real and continuing interest of KINS.

w There could be several possible benefits from establishing a local presence. The KINS representative would be able to follow the Commission's calendar and attend meetings on nuclear safety and regulatory issues (bo'.h technical end policy) of particular interest to KINS, because most of our deliberations are, as you know, open to the public. This could contribute to your better understanding of how and why NRC has reached some of the decisions or taken some of the actions it has. It could also enhance relations between us, because the KINS representative might be able to keep a closer touch on the activities of the agency by establishing good rapport and improving communications lines with the staff members he or she might interact with most frequently. The KINS representative might also be able to attend more of the nuclear industry conferences that are held throughout the U.S. each year than KINS is currently able to cover. Such participation might be both useful and informative.

Again, President Kim, I offer my best wishes for the successful implementation >of your plans.

Let me also take this opportunity to congratulate you on your recent re-appointment to serve as lj President of KINS for another three years, leading it into the next millennium. May you have a satisfying, oroductive tenure, it has been a pleasure knowing and working with you and the /
