SUBJECT:
FRESH FUEL STORAGE LICENSE CONDITIONS FOR SEABROOK STATION, UNIT 1 Enclosed is a copy of the Part 70 license issued to Public Service Company of New Hampshire (PSNH) for Seabrook Station, Unit 1, with the supporting Safety Evaluation Report (SER). Please note that this license contains additional conditions which you may wish to incorporate in your Part 50 Operating License.
It should also be noted that Condition 15 limited the use of the new fuel storage vault. PSNH had not supplied us with an adequate nuclear criticality safety analysis to serve as a basis for our review of the safety of utilizing all 90 storage locations in the new fuel storage vault. Moreover, they only requested the use of 12 locations in a checkerboard pattern. We had determined this arrangement to be safe and accordingly, incorporated Condition 15 in the SNM Ifcense. We understand that PSNH has since completed its analysis on the safety of a 90 assembly array under all degrees of water mist moderation and reflection by concrete.
It is recommended NRR review the nuclear criticality safety of the array and re-evaluate the storage of fuel assemblies in the new fuel-stordge vault.
